Whole Body Care Forged in Trauma Centers and Dedicated to Wellbeing
I have spent more than two decades, treating patients in some of the most intense clinical environments in medicine. As a trauma surgeon and intensive care physician at major academic medical centers, I learned to assess the body quickly, think under pressure, treat with precision, and develop meaningful therapeutic relationships.
From the start of my career, I have integrated osteopathic manipulative treatment and holistic principles into the care of perioperative, critically ill and injured patients.
The results were striking.
Patients who received OMT alongside conventional care often recovered faster, with fewer complications and less pain, and a greater understanding of their health and disease. I went on to found the nation’s first OMT for Trauma Program integrated into a Level 1 Trauma Center, where I brought hands-on treatment into the ICU, the surgical floor, the perioperative setting and an outpatient program focused on healing chronic post-traumatic pain and mobility limitations.
That work led to published research, national speaking engagements, and leadership roles in organizations like the Society of Critical Care Medicine and the American College of Osteopathic Surgeons where we integrated OMT at all levels. But the most important thing it taught me was this: the body responds to skilled, attentive touch in ways that imaging, medication, and scalpels alone cannot replicate.

The Mission
Why I Built This Practice
Hospital-based medicine taught me what excellent care looks like. It also showed me what the healthcare system often fails to provide: time, continuity, empathy, holistic perspective, hands-on care and a physician who knows your body well enough to notice what has changed.
I watched patients cycle through specialists, wait weeks for follow-ups, and leave appointments feeling unheard. The system is built around volume and a technician-like approach. I built this practice to work a better way: fewer patients, longer sessions, individualized hands-on care, and a treatment relationship that deepens over time.
Throughout my career, I have also worked in underserved communities and participated in global health missions. Those experiences reinforced my belief that compassionate, relationship-centered medicine should not be a luxury. Westchester Osteopathic is my effort to provide OMT the way I have always believed medicine should be practiced.

Board Certified in OMT
Dr. Baltazar holds triple board certification from the American Osteopathic Board of Surgery in General Surgery, Surgical Critical Care, and Osteopathic Manipulative Treatment.
National Medical Leadership
Currently serves as President of the New York State Osteopathic Medical Society, with leadership roles in the Society of Critical Care Medicine Osteopathic Medicine Section and the American College of Osteopathic Surgeons.

More than 20 years of clinical experience at Level 1 and 2 Trauma Centers, including founding the OMT for Trauma Program at a premier New York healthcare system, integrating hands-on treatment into the care of injured patients.

Author of peer-reviewed studies including in the Journal of Osteopathic Medicine, Brain Injury, World Journal of Surgery, Surgery, Journal of Surgical Research, Journal of Trauma and Acute Care Surgery, Annals of Surgery, Cureus, and The Journal of the American Osteopathic Association. Dr. Baltazar’s research includes work in OMT for chronic pain after injury, post-concussion recovery, postoperative outcome optimization, and rib somatic dysfunction.
